Families of abducted Baloch await the return of their loved ones

Quetta: In separate press statements the relatives of Attaullah Baloch, Qabeer Baloch, Mushtaq Baloch, Ali Asghar Bangulzai Baloch and Zakir Majeed Baloch have expressed grave fear that their loved one might have been harmed “physically eliminated” by the Pakistani intelligence agencies (MI and ISI). Relatives of Qabeer, Attaullah, and Mushtaq Baloch have said that these young men have been abducted from Khuzdar on 25 August 2009 and were still missing. Their families have tried all peaceful and democratic ways of protest for their release but all in vain.
The 20 year old son of Ali Asghar Bangulzai Baloch said in a press conference that his father has been abducted on 18 October 2001 from in front of Balochistan Degree College. Ali Asghar Bangulzai is a tailor by profession and belongs to a middle-class family. His son Mr Ghulam Farooq Baloch, like the relatives of other forced-disappeared Baloch, blames the Pakistani intelligence agencies (ISI and MI) for his father’s disappearance. They submitted an application in the Supreme Court of Pakistan in 2007 against Ali’s illegal abduction and detention, but the court has failed two pressurise the agencies all these years. Only recently, (8 years after his disappearance) on 30 January 2010 an FIR (First Information Report) No =21/2010 has been registered in Quetta’s Saryab Road police station. (Press coverage)
Ghulam Farooq Baloch also revealed that he had contacted the local police station soon after his father’s abduction but the police refused to co-operate with them. Disappointed by the police Farooq then appealed Balochistan High Court to help him recover his father, the court ordered registration of an FIR but the then SHO Mr Rauw Wraich has refused to register an FIR and said that because Ali is in the custody of Intelligence agencies that is why police cannot register any case against them.
Zakir Majeed Baloch the senior vice chairman of BSO – Azaad has been abducted on 8 June 2009 from Mastung Town in Balochistan. His fate like other thousands of Baloch forced disappeared persons remains unknown. Zakir’s brother Waheed Baloch fears that his brother might have harmed by the agencies and that is why they are denying his arrest and whereabouts. He strongly rejected the report of National crisis Management Cell that his brother has arrived home on 22 January 2009. He believes this is adding salt to injuries of the already grieved family.
It must be noted that Pakistani government had announced to release all Baloch forced-disappeared person as part of the so called “Aghaaz-e-Haqooq-e Balochistan” package. However, none of the Baloch abducted person has been released. In fact several other Baloch students and ordinary daily wages workers have been abducted from Quetta, Noshki, Dera Bugti and other areas of Balochistan. The latest victim of the persistent forced disappearances is Sahah Nawaz Marri Baloch who has been abducted from New Kahan Quetta on 3, February 2010. Shah Nawaz Marri is a driver and he used to bring water for the residents of New Kahan.

More than 168 children have disappeared from Balochistan, a war crime tribunal should be constituted

A Statement by the Asian Human Rights Commission
PAKISTAN: More than 168 children have disappeared from Balochistan, a war crime tribunal should be constituted
Among the lists of disappeared persons from Balochistan province are the names of 168 children and 148 women. Two lists of disappeared persons were released separately, one by Voice for Baloch Missing Persons (VBMP), an NGO which works to document the cases of missing persons from the area and the other by the Provincial Interior Ministry of Balochistan. The missing people have allegedly been taken by Pakistani intelligence agencies for interrogation over their alleged link to Balochistan separatists and other militant groups in the country.

Karachi: Veteran politician Sardar Sherbaz Khan Mazari has said that the Baloch have reached the point of no return and had he been younger he would have joined the Baloch struggle in the mountains.

In an exclusive interview with The News, Mazari said that Nawab Akbar Khan Bugti’s assassination had created a wide gap between the federation and the Baloch which was difficult to bridge.
“Akbar Khan [Bugti] called me via satellite phone weeks before his assassination. He wanted to say goodbye to me because he knew he would be killed sooner or later. I told him that I wanted to (fight) along with him, but he replied in his characteristic style: ‘No Sherbaz, you are too old to fight with me’. The fact is that he was older than me,” said the 79-year-old politician-cum-intellectual.
Mazari was particularly harsh about General (retd) Pervez Musharraf. “He is a very lowly and cheap person. I first saw him at a gathering where he was invited out of my knowledge. He came to me and said ‘I’m a commando’. I said, ‘So what if you are a commando!’” Mazari was of the view that Musharraf should be punished for his crimes against the Baloch.
A Harvard University graduate, Sherbaz Mazari started his political career by supporting Fatima Jinnah against Ayub Khan in the 1964 presidential polls. He became a member of the National Assembly in 1970 and since then he has seen the ups and downs of Pakistan politics as a very close observer.
He said that when he had visited Shaikh Mujeebur Rahman for negotiations, he was told by some Bengali leaders that the Baloch would be the next victims of the establishment after Bengalis. “I had not realised this at that time, but history has proved that they were right,” he said.
On the Balochistan package, the seasoned politician said that he would not support any package until it is accepted by the Baloch nation. “The genuine grievances of the Baloch could only be addressed with honest efforts,” he said, adding that the operation in Balochistan should be stopped immediately.
Pakistan, Mazari said, was a multi-national state and all nations inhabiting the country should be given their due cultural, political and financial rights. “If Baloch, Sindhis, Seraikis, Pakhtuns and others want the demarcation of provinces on the basis of nationalities, no one should have any objection to it. Personally, I believe that the question of nationalities should be solved within the federation of Pakistan,” he said.
He supported the Supreme Court’s verdict on the National Reconciliation Ordinance (NRO). “Despite being a Chaudhry, the chief justice seems to be an honest person. As a Baloch, I will support anyone who fights for justice,” Mazari said, adding however that Aitzaz Ahsan was “playing his cards” to get hold of a public office.
Once a close friend of Pakistan People’s Party (PPP) founder and former prime minister, Zulfikar Ali Bhutto, Mazari has not forgiven Bhutto for the 1970s military operation in Balochistan. “Benazir used to call me uncle. I told her, ‘Yes, I’m your uncle, but not from your father’s side’. Bhutto wronged the Baloch,” Mazari maintained.

Pakistani Intelligence agencies injecting drugs to extract information

Karachi: Intelligence agencies in Pakistan are using drugs to extract information from political activists, while doctors on the payroll of the state are believed to be playing a role in this unethical practice, The News has learnt.
Abdul Wahab, a 55-year-old Baloch activist, told The News that he was injected with a drug by intelligence agencies after he was picked up on May 28, 2008 from near Zainab Market, Karachi.
“We held a demonstration outside the Karachi Press Club on May 28, 2008 to condemn the creation of an atom bomb. After the rally, I was going back to the Human Rights Commission of Pakistan office situated nearby, when I was stopped by two plain-clothed men near Zainab Market. These men put a revolver on my temple, pushed me in a white car and put a chador over me,” Wahab told The News.
Wahab said that the car reached some place after nearly half an hour, a gate was opened and he was blindfolded. His hands were also tied from behind, and he was taken to a room. “While I was blindfolded, I was beaten so severely that I became unconscious,” he said.
“Those people were abusing Baloch leader Akhter Mengal, and asked me where we are getting our ammunition from, who was funding us, who were the people involved in the bomb blast at Hub (Balochistan), where was our headquarter, who was the chief of the Watan Brigade, how many members it has, and so on,” he said.
“After beating me up severely for a day, I was shifted to another place and pushed on a stretcher-like thing. Somebody shot an injection in my forearm, and I felt as if my entire body had become numb. However, my brain was still active,” he recalled. “I started speaking voluntarily, but I don’t remember what I said. When I regained consciousness, I had a severe headache and my mouth was dry.”
Wahab asked for some water and tea from his captors, a request that was granted, along with two tablets. When he told his captors that he wanted to go to the bathroom, his blindfold was temporarily removed from his eyes, and he found himself in some sort of a lock-up, but not that of a police station.
He was blindfolded again after he had used the bathroom urinated, and then taken to another, cooler room – indicating that the room had an air conditioner. Somebody then began asking him questions, albeit politely. Wahab informed him that he was a human rights’ activist, and helped the families of “missing” people. He was told that “missing” persons were “terrorists,” and helping them was a crime. After five days of confinement, the entirety of which were spent blindfolded, Wahab was released near the Finance and Trade Centre (FTC) on Sharea Faisal, and asked not to look back; otherwise, he would be shot dead. “Since then, I have been receiving abusive calls on my cell phone during the middle of the night. I have changed my cell phone many a times, but it is always traced,” he said.
Doctors fear that in all probability, Wahab was injected with a drug that has been nicknamed ‘Truth Serum.’ After taking the Truth Serum, a person is said to become highly talkative, and shares his/her thoughts without hesitation. The Dorlands’ Illustrated Medical Dictionary describes the Truth Serum as “an ultra-short-acting barbiturate (drug) to produce general anaesthesia, and for narcoanalysis in psychiatric disorders.”
The proper name for this drug is thiopental sodium, eminent psychiatrist Prof. S. Haroon Ahmed told The News, explaining that the drug is also called Sodium Pentothal. “There are various kinds of methods used to extract information from people suspected of anti-social or so-called anti-state activities. Besides physical torture, psychological methods are keeping a person in incognito and keeping him awake for a long time and altering all normal expectations.
“There are, however, other methods in which doctors are involved, such as administering injections of tripentina sodium (Truth Serum). The effect of the injection is that the person become uninhibited, and frequently pours out facts that he/she would otherwise not disclose. The involvement of medical community in any act of torture or forced extraction of information has been banned by the international medical community. This has also been endorsed by the Pakistan Medical Association (PMA),” he said.
Dr Shershah Syed, former general secretary of the PMA, said: “Doctors should not get involved in any kind of activity causing physical, psychological and emotional torture in collaboration with government or non-government agencies.”

Report on Political Prisoners Sentenced to Death in Baluchistan

The identities of six of political prisoners sentenced to death in the province Baluchistan have been announced by the Coalition of Human Rights Activists in this province.
There is no accurate information on the number and identities of the tens of Baluchi political prisoners in southeastern Iran.  As a result of the tight grip maintained by Intelligence services on this region and the absence of civil rights institutions, this region is among a number of areas which is suffering from a lack of  surveillance by human rights organizations.
There are no accurate statistics on the number of political prisoners who have been sentenced to die or are in the verge of being sentenced in this part of the country, but according to available information and claims made by authorities, a large number of prisoners charged with political- or intelligence-related offenses in this region have been sentenced to death.
The identities of six political prisoners who are sentenced to die are as follows:
1. Abdulrahman Narouei, son of Khaleghdad
2. Abeh-Gahram Zehi
3. Abdulhamid Riggi, son of Azad Riggi
4. Abduljalil Riggi, son of Jan-Mohammad
5. Naser Shah-Bakhsh
6. Mahmoud Riggi, son of Nazar
Most of the individuals stated above are being held in a detention center managed by the Ministry of Intelligence in the city of Zahedan, and the accused are being denied basic rights such as visitations with their family members and the right to hire a lawyer.  The conditions of political prisoners in Baluchistan, in the absence of a civil rights movement and human rights advocates, are bleak.

Two FC officials kidnapped, two injured in Nasirabad district

QUETTA: Two personnel of the Frontier Corps (FC) were injured and two others were kidnapped by unidentified persons who attacked a check post in Nasirabad district on Thursday.
Murtaza Baig, a spokesman of the Frontier Corps (FC), confirmed with the Baloch Hal that the FC check post had come under attack in Mir Hassan Police Station area of Nasirabad district in the early hours of Thursday. The attackers used automatic weapons to attack the check post. As a result, two personnel of the Frontier Corps, who were identified as Mohammad Imran and Mohammad Sharif, were injured and two others, Jamil Ahmed and Khan Ahmed, were supposedly kidnapped by the attackers and taken to an unknown location.
“The injured FC personnel are currently under treatment while a search operation has begun for the recovery of the kidnapped personnel,” said the FC spokesman.
It was learnt the four FC personnel had been deployed to guard a gas pipeline that passed from the area in order to protect it from the attack of Baloch nationalists fighting for maximum autonomy and control on resources of Balochistan.
The FC spokesman said that forces had defused a landmine at RD418 locality which had been laid on the road. “It could cause huge damage to human lives if FC had not defused the mine on the right time as it had been laid at a public place,” said the spokesman.
No group has accepted responsibility for the attack on the FC check post and kidnapping the recruits of the federal paramilitary force. Last year, the Baloch Republican Army (BRA), a shadowy organization, had kidnapped 22 policemen from the same area. All of them were killed by their captors.
When asked about the recent statement of Balochistan Chief Minister Nawab Mohammad Aslam Raisani that the Frontier Corps had established a parallel government in Balochistan against the provincial government, the spokesman refused the impression. He said that the FC had been deployed on the request of the provincial government. It was unreasonable on the part of the chief minister to publicly speak against the FC even though an understanding had been reached between the provincial government and the FC for the maintenance of law and order in Quetta city.
“The FC will pull out the next day if the chief minister makes such an announcement that we are no longer required,” said the spokesman.

Editorial: Killing of democrats in Khuzdar
In what appeared to be a provocative incident of firing on unarmed democratic activists, security forces killed two young students-cum-political activists in Khuzdar district on Friday. The victims, along with several others who received injuries in the arrogant demonstration of brute force by the security forces, were peacefully protesting against the targeted killing of Balochs in Karachi. It was in fact a democratic display of anger over flawed government policies which had failed to guard the lives and property of the Balochs living in Karachi. Every citizen as well as political party has the constitutional right to freely express their dissent and mobilize on issues of mutual interest……..Read full story

British should extradite Altaf Hussain to where he belongs: Zafar Baloch

Toronto, January 13 – Baloch Human Rights Council (Canada) has declared the recent killings of the indigenous Baloch populace in Karachi as a wider plan of the MQM to assert its administrative control over the city. The hegemonic and expansionist designs of MQM supported by the state policies are the root cause to all ethnic and sectarian strife and violence in Karachi. The goals sanctioned by the MQM’s reign of terror against lawyers in the past, looting and burning of two thousand shops, target killing of indigenous social activists who resisted land grabbing, and the indiscriminate killings of innocent Baloch and Sindhis in Karachi – is to decapitate Sindh’s capital from its historical and cultural roots and run it mafia-like as the Hong Kong of South Asia.
BHRC strongly condemns the PPP-MQM Sindh Government policies of discrimination and use of force against the innocent Baloch under the disguise of ‘operation-clean-up’ to rein in gangs and criminal elements. Ironically, in 1983, military operation against the Sindhis in the rural areas originally meant to crush the strong opposition to military rule was conducted under the similar pretext of “killing dacoits” in which thousands of innocent people lost their lives or were imprisoned.
BHRC demands immediate resignations of Governor Sindh, Dr. Ishrat ul Ebad, Sindh Interior Minister Zulfiqar Mirza, and Interior Minister Rahman Malik. It should be noted that a Canadian court has already given a ruling against MQM and has declared it a terrorist group and it is about time that the British should take measures and extradite its leader, Altaf Hussain to where he belongs. In order to bring peace and ethnic harmony in Karachi, it is imperative to end the mafia-like hegemonic control of MQM and its thugs over the city’s residents, commerce, trade, and law enforcing institutions. Karachi is the inseparable capital of Sindh and should be respected as such in terms of being a political centre and a promoter of the Sufi culture of the Indus Valley Civilization.

Most Baloch political parties are of the view that PPP and MQM are equally responsible for the “what is described as genocide” of the Baloch residents in Karachi.

Gillani and shutter down strike meet in Gwadar

Prime Minister Syed Yousaf Raza Gillani visited the Baloch port town of Gwadar on Tuesday. In his two-day visit, the primer would inaugurate an international airport in Gwadar and many other “development projects”. It was the first visit of the head of the federal government to Balochistan after the unveiling of the much-hyped Balochistan package. Another important aspect of this visit of the prime minister to Gwadar is a meeting of the federal cabinet and the signing of the National Finance Commission (NFC) award on which consensus was recently developed among all four provinces and the federal government following exhaustive consultations in all four provinces.
As the Prime Minister visited Gwadar, a complete shutter down strike was observed in the very city that was flooded with the VVIPs of the country. People stayed inside their homes and did not come out to cheer the visiting VVIPs or those who gave them the Balochistan Package. Perhaps, the deprived and backward people of Gwadar have become habitual of seeing the motorcade of VVIPs passing in front of their homes since the days of General Pervez Musharraf.

Exclusive Interview of Mehran Baluch with TNS

By Murtaza Ali Shah
Mehran Baloch is the youngest of six sons of veteran Balochistan nationalist leader Nawab Khair Bukhsh Marri. Educated in Oxford, he is an international voice, and arguably the most articulate and passionate one, of the Balochistan case, especially at the United Nations and western think-tanks where his voice is considered critical.
Living in Britain for over 20 years now, Mehran was thrown into spotlight in March 2007 when it emerged that the Pervez Musharraf-led government of Pakistan wanted to trade Mehran against Rashid Rauf, a British terrorist suspect from Birmingham, who was in the custody of Pakistan at the time and wanted in Britain on a number of terrorism charges.
When the details were published, it became known that the Pakistani establishment was attaching a huge price tag to the extradition of the young Marri.
He fled from London, awakened to the rude reality that British intelligence was monitoring him round-the-clock on Pervez Musharraf’s personal request.

Abdul Hayee Bangulzai has demanded the chief justice of Balochistan High Court and other humanitarian organisations to play their role for the early recover of her brother and other missing Baloch persons allegedly picked up by government agencies.
Talking to Baloch Hal on Saturday, she said her brother Abdul Hayee Bangulzai was a dispenser and receiving training at Civil Hospital. On August 29, he was on his way home when security forces allegedly picked him up along with his official motorbike at Polytechnic Girls College on Sariab Road.
“We are completely unaware of his whereabouts since his alleged kidnapping,” she said, adding that her brother was innocent and had no links with any political or religious party.
She said if Abdul Hayee had committed any crime or was involved in any unlawful activity, he should be produced before a court of law so he could prove his innocence, instead of putting him in a “torture cell”.

Balochistan
(Urdu: بلوچستان), is one of the four provinces of Pakistan. It is the largest province by area, constituting approximately 44% of its total land mass, and smallest in terms of population. The Arabian Sea borders it to the south. The largest city, Quetta, serves as its capital.
The main ethnic groups in the province are BalochPashtuns and Brahuis, and there are relatively smaller communities of IraniansHazarajats,KurdsSindhis, plus other settlers, including PunjabisUzbeksTurkmensSikhs and Hindus. The name Balochistan means the "land of the Baloch" in many regional languages.

[edit]Etymology

Balochistan in Pashto is known as Godar which was hellenised by the Greeks in to Gedrosia due to the fact that the Greeks derived the names of these Iranian lands from the Bactrian language. The Balochi people referred to their own land as Moka or Maka, a word which later becameMakran, following the decline of the nearby Harappa-Mohenjo-daro civilisation to the east.

[edit]History

[edit]Early history

Forming the eastern portion of the Iranian Plateau, the area of Balochistan is the site of the earliest known farming settlements in the pre-Indus Valley Civilization era, the earliest of which was Mehrgarh dated at 7000 BC. Balochistan, then famous for its lakes, was one of the first placesZoroaster travelled to from Bactria in order to seek converts to his religion. Some of the first proselytes of his religion lived here before its spread into western portions of the Iranian plateau.[citation needed]
The Baloch have Persian and Kurdish origins, all of whom populate portions of the Iranian plateau.[1] They are considered to be an Iranic group that has absorbed some Dravidian genes and cultural traits, primarily from Brahui people.[citation needed] The northern point of Balochistan known in Pashto as Dzaranga was known as Drangiana to the Greeks and came to be known to the Persians as Saka. The Persian epic of Shahnamadoes record the Baloch in the Qazvin-Zanjan region of old Iran in the 6th century AD, when they were engaged in battle by the Persian kingChosroes I Anoshirvan, The Shahnama also records its heroes, Rustom and Sohrab, as being Saka (and not Persians) making Sistan (or the old Sakistan) their origin. With time, Baloch tribes linguistically absorbed all the local people in Makran, southern Sistan and the Brahui country, becoming a sizeable group to rival in size the other Iranic group in the region .
In the 7th century, the region was divided into two parts; the south was made part of the Kermān Province of the Persian Empire and the north became part of the Persian province Sistan. In early 644, the Islamic CaliphUmar, sent Suhail ibn Adi from Busra to conquer the Kerman region of Iran. He was then made governor of that region. From Kerman, he conquered the western Balochistan region, near the Persian frontiers.[2]South-western Balochistan was conquered during the campaign in Sistan the same year. During the reign of Caliph Uthman in 652, Balochistan was reconquered during the counter-revolt in Kerman, under the command of Majasha Ibn Masood. This was the first time western Balochistan became directly controlled by the Caliphate and paid taxes on agriculture.[3] In those days western Balochistan was included in the dominion of Kerman. In 654, Abdulrehman ibn Samrah, governor of Sistan, sent an Islamic army to crush a revolt in Zaranj, which is now in southernAfghanistan. After conquering Zaranj, a column of the army pushed north, conquering Kabul and Ghazni, in the Hindu Kush mountain range, while another column moved through North-western Balochistan and conquered the area up to the ancient city of Dawar and Qandabil (Bolan).[4] By 654, the whole of what is now the Balochistan province of Pakistan was controlled by the Rashidun Caliphate, except for the well-defended mountain town of QaiQan which is now Kalat. However, this town was later conquered during the reign of Caliph Ali.[5] Abdulrehman ibn Samrah made Zaranj his provincial capital and remained governor of these conquered areas from 654 to 656, until Uthman was murdered.
During the Caliphate of Ali, a region of Balochistan, Makran, again revolted. Due to civil war in the Islamic empire, Ali was unable to deal with these areas until 660, when he sent a large force, under the command of Haris ibn Marah Abdi, towards Makran and Sind. Haris ibn Marah Abdi arrived in Makran and conquered it by force, and then moved northward to north-eastern Balochistan and reconquered Qandabil (Bolan). Finally, he moved south and conquered Kalat after a fierce battle.[6] In 663, during the reign of Umayyad Caliph Muawiyah I, Muslims lost control of North-easternBalochistan and Kalat when Haris ibn Marah and large part of his army died in battle against a revolt in Kalat.[7] Muslim forces later regained control of the area during Umayyad reign. It also remained a part of the Abbasid Caliphate.
In the 15th century, Mir Chakar Khan Rind became the first king of Balochistan. Subsequently, Balochistan was dominated by the Timurids, who controlled all of Persia and Afghanistan. The Mughal Empire also controlled some parts of the area. When Nadir Shah won the allegiance of the rulers of Balochistan, he ceded Kalhora, one of the Sindh territories of Sibi-Kachi to the Khan of Kalat.[8][9][10] The successor of Nadir Shah and founder of the Afghan Empire, Ahmad Shah Durrani, also won the allegiance of that area's rulers. Most of the area would eventually revert to local Baloch control.

[edit]British Rule

During the period of the British Raj, there were four Princely States in Balochistan: MakranKharanLas Bela and Kalat. In 1876, Sir Robert Sandeman made a treaty with the Khan of Kalat and brought his territories (including Kharan, Makran, and Las Bela) under British suzerainty. After the Second Afghan War was ended by the Treaty of Gandamak in May 1879, the Afghan Emir ceded the districts of QuettaPishinHarnaiSibi andThal Chotiali to the British. In 1883, the British took control of the Bolan Pass, southeast of Quetta, from the Khan of Kalat. In 1887, some of the areas of Balochistan were declared British territory. In 1893, Sir Mortimer Durand negotiated an agreement with the Amir of Afghanistan, Abdur Rahman Khan, to fix the Durand Line running from Chitral to Balochistan as the boundary between the Emirate of Afghanistan and the British. Two devastating earthquakes occurred in Balochistan during the British colonial rule: The 1935 Balochistan Earthquake, which devastated Quetta, and the 1945 Balochistan Earthquake with its epicentre in the Makran region.

[edit]After independence

In 1947-48, the Khan of Kalat reportedly tried to accede to the dominion of India. But his accession papers were returned by Jawaharlal Nehru, thePrime Minister of India obviously not wanting to extend India's dominion areas that were separated by Pakistan, so as to be able to concentrate on the local development work. [11][12][13] As a result, Kalat joined Pakistan on the agreement that defence, currency, foreign office and finance will be controlled by the federal govt but that the rest the province will control by itself. However, after death of Muhammad Ali Jinnah, formation of one unit changed this situation and Kalat along with other princely states of Baluchistan were merged into Pakistan as elsewhere in the South Asian sub continent.
Since Pakistan's independence, a small group of Baloch nationalist, groups and Provincial governments have been in conflict with the Federal Government.

[edit]Geography

Hanna Lake on 29 January 2004
Balochistan is situated on the southwest of Pakistan and covers an area of 347,190 square kilometres (134,050 sq mi), constituting 44% of Pakistan's total land mass and making it Pakistan's largest province by area. The province is bordered by Afghanistan to the north and northwest, Iran to the southwest, Punjab and Sindh to the east, and Khyber Pakhtunkhwa and the Federally Administered Tribal Areas to the northeast. To the south lies theArabian Sea. Balochistan is located on the south-eastern part of the Iranian plateau. It borders the geopolitical regions of the Middle East and Southwest Asia, Central Asia and South Asia. Besides sitting at the mouth of Hormuz Straits it can provide the shortest route from port to Central Asia. These facts have placed the otherwise desolate region constantly it in the scopes of competing global interests like Afghanistan for all of recorded history.
The capital, Quetta, is located in a densely populated portion of the mountainous northeast. It is situated in a river valley near the Bolan Pass which has been used as the route of choice from the coast to Central Asia, entering through Afghanistan's Kandahar region. The British and countless other historic empires have crossed the region to invade Afghanistan by this route.[14] The Sulaiman Mountains are located in Balochistan's northeast area. Local inhabitants have chosen to live in towns and rely on sustainable water sources for thousands of years.
Balochistan is rich in exhaustible and renewable resources; it is the second major supplier of natural gas in Pakistan, however its renewable and human resource potential has not been systematically measured nor exploited due to pressures from within and without Pakistan.

[edit]Climate

Very cold winters and hot summers characterise the climate of the upper highlands. Winters of the lower highlands vary from extremely cold in Ziarat,QuettaKalat, Muslim Baagh and Khanozai the northern districts to mild conditions closer to the Makran coast. Summers are hot and dry, especially the arid zones of Chaghai and Kharan districts. The plain areas are also very hot in summer with temperatures rising as high as 50 °C (122 °F).The highest record breaking temperature of 53 °C (127 °F) has been recorded in Sibi, it was on 26 May 2010.[15] Previously, 52 °C (126 °F) was recorded in Sibi. Other hot areas includes, Turbat, and Dalbandin. Winters are mild on the plains with the temperature never falling below the freezing point. The desert climate is characterised by hot and very arid conditions. Occasionally strong windstorms make these areas very inhospitable.

The economy of Balochistan is largely based upon the production of natural gas, coal, and minerals. Other important economic sectors include fisheries, mining, manufacturing industries, trade and other services being rendered by public and private sector organizations in the province. Tourism remains limited but has increased due to the exotic appeal of the province. Limited farming in the east as well as fishing along the Arabian Seacoastline are other forms of income and sustenance for the local populations. Due to the tribal lifestyle of many Baloch and Brahui, animal husbandry is important, as are trading bazaars found throughout the province.
Though the province remains largely underdeveloped, several major development projects are in progress in Balochistan including the construction of a new deep sea port at the strategically important town of Gwadar.[16] The port is projected to be the hub of an energy and trade corridor to and from China and the Central Asian republics. Mirani Dam on Dasht River, 50 kilometres (31 mi) west of Turbat in the Makran Division, is being built to provide water to expand agricultural land use by 35,000 km2 (14,000 sq mi) where it would otherwise be unsustainable.[17]

[edit]Reliance on exhaustible natural resource extraction

Balochistan's share of the national income has historically ranged between 3.7% to 4.9%.[18] Since 1972, Balochistan's gross income has grown in size by 2.7 times.[19] Outside Quetta, the resource extraction infrastructure of the province is gradually developing but still lags far behind other parts of Pakistan.
There is also Chinese involvement in the nearby Saindak gold and copper mining project where large gold and copper deposits exist in the Chagai District in Reko Diq area. The main license is held jointly by the Government of Balochistan (25%) the rest is held by foreign interests Antofagasta Minerals (37.5%) and Barrick Gold (37.5%). These deposits are comparable in size to nationally-controlled deposits Sarcheshmeh in Iran and Escondida in Chile (which are the second and the third largest proven deposits of copper in the world).[citation needed] Foreign multinationals BHP Billiton and Tethyan entered into a joint venture with the Balochistan government to develop these deposits. The potential annual copper production has been estimated to be 900,000 to 2.2 million tons.[citation needed] The deposits seem to be largely of porphyry rock nature.[citation needed] The agreements for royalty rights and ownership of these immense exhaustible resources were reached during a period of unprecedented natural disasters, economic, social, political, and cultural unrest in the country. The negotiations were widely considered to be insufficiently transparent.[20]

In common with the other provinces of Pakistan, Balochistan has a parliamentary form of government. The ceremonial head of the province is theGovernor, who is appointed by the President of Pakistan on the advice of the provincial Chief Minister. The chief executive of the province is the Chief Minister who is normally the leader of the largest party or alliance in the provincial assembly.
The unicameral Provincial Assembly of Balochistan comprises 65 seats of which 4% are reserved for non-Muslims and 16% for women only. The judicial branch of government is carried out by the Balochistan High Court, based in Quetta, and headed by a Chief Justice. For administrative purposes, the province is subdivided into 30 districts:[21]

19814,332,37615.62%
19986,565,88523.89%
The population reached some 13,162,222, not including 3 districts of Khuzdar, Kech and Panjgur in 2012 Census preliminary figures, far more than 5,501,164 in 1998.[22] The population density is very low due to the mountainous terrain and scarcity of water. As of the 1998 census, Balochistan had a population of 8 million inhabitants, representing approximately 5% of the Pakistani population.[23] Official estimates of Balochistan's population grew from approximately 7.45 million in 2003 to 7.8 million in 2005.[24]
According to the 2008 Pakistan Statistical Year Book, households whose primary language is Balochi represent 10% of the population, Pashto is also spoken by around 30% of the population, and 4% of households speak Brahui. It makes Balochi and Pashto the two dominant languages in the region. Other languages include Hazaragi (Persian)SindhiPunjabi[citation needed] and Saraiki.[25] Balochi-speaking people are concentrated in the sparsely populated west, east, south and southeast; Brahui speakers dominate in the centre of the province, while the Pashtuns are the majority in the north.
The Kalat and Mastung areas speak Brahui. Quetta, the capital of the province, is largely populated with Pashtun people. While the Hazara have a sizeable presence in Mahrabad and Hazara town neighbourhood of Quetta and speak the Hazaragi language. They are mostly engaged in trade, coal mining and govt jobs. The present MNA from Quetta Sayd Nasir Ali Shah and Jan Ali Changazi MPA belong to Hazara tribe.
In the Lasbela District, the majority of the population speaks Balochi, or Lasi (Sindhi). Jamot tribes of Sibi Naseerabad and Kachhi region widely speak Sindhi. In addition, the coastal region of Makran is home to communities such as the Siddi and Med, who speak Balochi but have distinct ethnic identies.
The Lori, a gypsy people are found throughout Balochistan. A large number of approximately over 4 million Afghan refugees moved to Quetta and other cities of Balochistan after the Soviet invasion of Afghanistan in 1979. Near the Kalat region and other parts of the province there are significant numbers of Baloch Brahui speakers. Along the coast there are various Makrani Balochi speakers who predominates. A large number of Afghan refugees can also be found in the province, including Pashtun, but also UzbeksTajiks and Hazara.
The large district and tribe of Belijan/Beluchan still exist in northwest Zagros, stretching from just east of Sivas, south toward Aleppo. The current inhabitants and the tribe identify themselves asKurds.

[edit]Languages

The main languages in the province are Balochi spoken (in the very sparsely populated west, east, south and southeast), Pashto (in the north and northwest) and Brahui (in the center). In areas bordering Central western Punjab Seraiki is the local dialect, additionally, there is also a small number of speakers of Hazaragi Persian Urdu and Punjabi, (in the capital Quetta) Farsi Persianisalso spoken Sindhi is spoken (in some parts of the southeast).[26]

[edit]Society and culture

Balochistani culture is primarily tribal, deeply patriarchal and conservative. Baloch society is dominated by tribal chieftains called MirsSardars and Nawabs, who are the ruling elite of Balochistan and have been criticised for blocking the educational development and empowerment of the common baloch people, while their children get educated in best foreign Universities

The firing incidents started early in the morning when gunmen fired at a private car, killing five Shia Muslims in Hazar Ganji area. In another incident in the same area later, two more Shia Muslims were gunned down.

Following the second incident, the Shia religious leaders of Hazara community took to the streets and demanded government to arrest the people involved in brutal killings of Shias.

In another incident, one man was killed and 11 others were injured when unidentified gunmen opened fire at the Shia Muslims protesting against target killing of Hazara community.

No group has so far claimed responsibility for the attacks.

Some unidentified gunmen also fired at the building of a girls' school to create panic among the students and staff members.

Hazara Democratic Party strongly condemned the incident and called for a shut down strike in Quetta Sunday. Balochistan Shia Conference announced a three-day-mourning in the province.

Chief Minister of Balochistan, Nawab Aslam Raisani Nawab has sought a report about the incident from the concerned officials.

Talking to media, the chief secretary said target killing is not a new issue in Quetta but in recent months, its incidence has increased alarmingly. He said the authorities are trying hard to bring the situation under control.

Police did not succeed in arresting any of the attackers, local news reports said. (IANS)

The SC on Balochistan

The Supreme Court remains unamused by the unfolding sequence of events in Balochistan. At the latest hearing held by a three-member bench of the apex Court, on a petition regarding the law and order situation in the province, Chief Justice Iftikhar Muhammad Chaudhry, besides commenting on poor policing and impossibility of maintaining law and order in the province, also termed the killing of Nawab Akbar Bugti “the biggest mistake”. The chief justice also gave directives for including Nawab Bugti’s family in the voters’ list. The chief justice quite rightly lamented the hopelessness of a situation where a sessions court judge could be killed on sectarian basis without the government being prompted into taking any sort of action. In addition, the wisdom behind handing police powers to the FC when it has been accused of extrajudicial killings in the province also raised eyebrows among those sitting on the bench. The Court rejected the government’s response that there had been no increase in the number of people who had gone missing and that the number of dead bodies turning up on streets had declined. The bench pointed out that ‘settlers’ from other provinces continued to flee Balochistan, which was hardly an example of a comforting law and order situation within the province.
The Court hearings on Balochistan have highlighted many of the wrongs that have been committed in Balochistan, including the assassination of Nawab Bugti. But the problem is that even though top law-enforcement officials have appeared in the Court, no solutions have emerged, with killings on sectarian and ethnic bases continuing. As the Human Rights Commission of Pakistan has pointed out, not many of the people who had gone missing have resurfaced despite the apex Court’s efforts in this regard.
The Court has been able to identify issues — and sometimes culprits. What we need now is a means to fix the mess. Law enforcement alone is not the answer. The political forces enjoying influence in Balochistan need to be engaged in a process that can lead towards genuine order and be encouraged to begin a dialogue on this without further loss of time. Unless this happens, things will not improve.

Publicerad 2012-09-06 18:43:00 i Allmänt
